Dear Mr. Groot:
You ask whether the City of Palm Coast may prohibit a person licensed to carry a concealed weapon from carrying a firearm at city-owned facilities and buildings that are not otherwise noted in section 790.06(12), Florida Statutes, as a place where concealed weapons are prohibited.
As previously found in Attorney General Opinion 2005-40, the Legislature has expressed its intent to preempt the regulation of firearms and to provide uniform firearms laws in the state. Any ordinance or regulation attempting to regulate firearms is stated to be null and void when enacted by jurisdictions other than the state or the federal government.[1]
While this office can appreciate the need to ensure the safety of the public, it would be a matter for the Legislature to extend the prohibitions of section 790.06(12), Florida Statutes.
